Jiri Rutner

Jiri Rutner currently serves as the Assistant to the City Manager and Homelessness Solutions Enterprise Manager for the City of San José, a role commenced in April 2024. Prior experience includes significant positions within the County of San Diego, where Rutner has been Chief of Business Operations for Behavioral Health Services since 2017, overseeing over 1,000 staff and a $900M budget. A founding leader of the Healthcare Project Management Office, Rutner managed a portfolio of $280M in capital improvement projects. Additional roles include Procurement Contracting Officer and Project Manager for the Drug Medi-Cal Organized Delivery System. Earlier experience includes roles in Australia, where Rutner contributed to contract management and project support within Corrections Victoria and the Department of Economic Development. Educational credentials include an MBA in Project Management from Central Michigan University and a B.B.A. from San Diego State University.
