Heather Davis

Heather Davis, ARM, currently serves as Risk Manager for the City of San Rafael since April 2024. Prior to this role, Heather was a Risk Management Specialist at the Port of Stockton, where responsibilities included loss prevention, risk assessment, insurance, contract review, and policy development. Experience also includes work as a Safety Compliance Specialist for the City of Albuquerque and Chief of FT Bliss COVID Operations in the United States Army Reserve, focusing on medical logistics and testing coordination. Heather has held various risk management and operations positions within the Army Reserve and has experience in the hospitality industry. Heather holds a Bachelor's degree in Sociology from UC Irvine.
