David Donnelly has a diverse work experience in emergency management. David started their career in 1988 in the US Army and then worked in various roles at the U.S. Army Corps of Engineers, Federal Emergency Management Agency, and Alachua County Fire Rescue, where they served as an Assistant Emergency Manager and later as an Emergency Management Coordinator. David then became the Emergency Management Director at Alachua County Emergency Management. Currently, David is working as the Emergency Management Director for the City of Savannah. In this role, they are responsible for maintaining the city's emergency operations plan, coordinating the emergency preparedness program, and conducting training and exercises for city staff. David has obtained the Storm Ready designation for the City of Savannah and has authored several emergency preparedness plans and annexes. David has also served in various leadership positions and committees related to emergency management. David has extensive experience in incident command, continuity planning, and public outreach.
David Donnelly CEM, GA-ACEM, CPM, holds a Bachelor of Arts degree in Political Science with a focus on Public Administration and International Studies from the State University of New York Cortland, which they obtained from 1990 to 1994. In addition to their degree, Donnelly has acquired several certifications throughout their career. David obtained the Certified Public Manager (CPM) certification from Florida State University in June 2007. Donnelly also holds the following certifications: Certified Emergency Manager® from the International Association of Emergency Managers, which they obtained in June 2020; Georgia Certified Emergency Manager from the Georgia Emergency Management Agency/Homeland Security, which they obtained in July 2019; and Professional Continuity Practitioner (Level I) from FEMA, which they obtained in July 2016. Most recently, Donnelly attained the Georgia Advanced Certified Emergency Manager certification from the Georgia Emergency Management Agency/Homeland Security in October 2021. Additionally, they participated in the National Emergency Management Executive Academy, Cohort XI, conducted by FEMA, although specific details regarding the completion date are not available.
