Carmen Franks, PE, PhD, currently serves as the Assistant City Engineer for the City of Urbana, Illinois, since January 2022. Prior to this, Carmen held positions as an Adjunct Faculty Instructor at the University of Illinois Urbana-Champaign and Case Western Reserve University, where courses focused on site engineering and sustainable infrastructure. With extensive experience in environmental engineering, Carmen has worked as a Senior Associate at Brown and Caldwell and a Water Resources Engineer at Biohabitats, contributing to projects involving green stormwater infrastructure, urban waterway restoration, and stormwater management compliance. Additional roles included working as a Stormwater Engineer at AECOM and a Civil Engineer at the District Department of Transportation. Carmen completed a Ph.D. in Environmental Engineering at the University of Maryland, complemented by a master's degree from Northwestern University and a bachelor's degree from the University of Illinois Urbana-Champaign.
