John Franklin serves as the Mayor of the City of Vista, having been elected on November 8, 2022, marking a significant milestone in the city's governance. Franklin has held various leadership roles, including City Councilman and Deputy Mayor since 2014, and has extensive experience in political and strategic communication as the Principal of Franklin Communications. Additional roles include Executive Director of New Majority California, Senior Advisor to Congressman Darrell Issa, and former Chairman of the North County Dispatch Joint Powers Authority. Franklin's political acumen is complemented by a strong educational background in Political Science from American University and the University of Missouri-Kansas City.

The City of Vista is a Charter Law city and was incorporated on January 28, 1963. Located just seven miles inland from the Pacific Ocean in northern San Diego County, the City of Vista has a perfect mild Mediterranean climate. Residents enjoy a wide range of year-round outdoor activities in a setting of gentle rolling hills and pleasant rural surroundings. Vista is approximately 19 square miles with a population of 98,896. The City handles sewer utilities and contracts with Vista Irrigation District for its water services. The City operates its own Fire Department and contracts with the San Diego Sheriff’s Department for law enforcement services.
