Joel Metlen

Joel Metlen is an accomplished professional with extensive experience in government services and media production. Currently serving as the Deputy Director of Programs for the Oregon Department of Early Learning and Care, Joel oversees multiple agency functions including Child Care Assistance and Licensing. Previous roles include Human Services Strategic Projects Director at the Oregon Department of Human Services and Senior Associate at Massena Associates, LLC, where consultation focused on retirement savings policy. Joel has held various leadership positions within the Oregon State Treasury, including Operations Director and Policy Director for OregonSaves. Additionally, Joel has experience in educational roles and media production, co-founding Foxhall Films and teaching digital media communications. Educational credentials include a Master’s Degree in Writing from The Johns Hopkins University and a Bachelor’s Degree in Film & TV Production from New York University.
