Doug Libby currently serves as the Deputy Director of Development Services for the City of Yuba City since May 2022. Previously, Doug Libby held the position of Principal Planner at the County of Sutter from July 2018 to April 2022, overseeing the Planning Division and implementation of various planning regulations. From February 2017 to June 2018, Doug Libby was the Interim Deputy Director of Planning and Building at the County of Sutter, managing multiple divisions within the Development Services Department. Prior to these roles, Doug Libby spent nearly 17 years in various planning positions, including Associate, Senior, and Principal Planner at the County of Sutter, and Associate Planner at Siskiyou County. Doug Libby's career in planning began at Bonner County, Idaho as an Assistant/Associate Planner. Educationally, Doug Libby earned a degree in Geography and Planning from California State University, Chico, and an Associate's degree in Building Inspection Technology from Butte College.

The City of Yuba City was established in 1849 and incorporated in 1908 and provides a variety of municipal services. These include but are not limited to Police, Park, Parks & Rec, Public Works, Water, Waster Water, Economic Development and Finance. Yuba City is home to Sunsweet Prunes and a variety of other agriculturall based businesses and as such is known as Northern California's Agricultural Hub. Historically the City has also been called the "Peach Bowl of the World" and the"Prune Capital of the World."
