Richard Bell

Richard Bell serves as a Member of the Internal Audit Committee at Eurocities since December 2024. Currently, Richard holds multiple roles at Glasgow City Council, including Deputy Leader, City Treasurer, SNP Local Ward Councillor for ward 5 Govan, and Convenor for Education Skills & Early Years. As a member of the Court at the University of Strathclyde since June 2022, Richard also acts as the Deputy Leader of the SNP Group of councillors at Glasgow City Council and serves as the UK/ Europe Alliance City Ambassador for the Cities Climate Finance Leadership Alliance since October 2021. Richard is a Trustee Director at TRINITY RETIREMENT BENEFIT SCHEME LIMITED, a Board Member at City Property (Glasgow) LLP, and serves as Director at THE PEARCE INSTITUTE. Additionally, Richard is Chairperson of the Strathclyde Pension Fund and previously served as a Board Member for the Strathclyde Partnership for Transport until May 2022.

City Property (Glasgow) LLP provide the management, development and disposal of Glasgow City Council’s non-operational surplus land and property assets as well as providing management services for the Council’s longer term commercial ground leases. The diverse property services provided to the Council Arm’s Length External Organisations (ALEOs) include: Valuation, Asbestos and Demolition services. City Property Glasgow (Investments) LLP owns one of the most significant commercial portfolios in the City, extending to around 1,800 commercial properties across a range of sectors including: industrial estates, retail units, office space and ground leases. All of the commercial properties are managed by the Investment team and external agents are used to support letting and other management functions. City Property Markets is a trading division of City Property (Glasgow) LLP and operates Scotland’s major fresh produce wholesale market, one of Scotland's biggest car boot sales and a number of established retail and farmers markets across the city.
