John Swain has extensive experience in government relations and advocacy, currently serving as the Washington Representative for Civil Air Patrol since January 2006. In this role, John advocates for national programs, acts as a liaison with Congress and government agencies, and coordinates legislative affairs across all 52 wings of the organization. Additionally, John has held positions including Legislative Liaison to the U.S. Congress and Director of Government Relations, where advocacy focused on CAP's legislative and public policy interests. Prior to joining Civil Air Patrol, John amassed over 30 years of experience as a Congressional Investigator, Team Leader, and Senior Defense Analyst with the U.S. Congress. John holds educational qualifications from American University and the USCG/USAF National Search and Rescue School, earning a degree as a SAR Mission Coordinator in Search and Rescue.
