Francis Choi

Francis Choi is a legal professional with extensive experience in regulatory affairs, energy, and infrastructure finance. As Assistant General Counsel at Clean Power Alliance since September 2020, Francis advises on a range of issues involving regulatory compliance, contracts, and governmental relations. Previous roles include Senior Advisor for Regulatory Affairs at Clean Power Alliance, where Francis conducted policy analysis and built coalitions with stakeholders. At Milbank LLP, Francis focused on drafting and negotiating financial agreements for energy projects. Additional experience includes internships with the California Office of the Attorney General and the White House Council on Environmental Quality, as well as legislative assistance in the California State Assembly. Francis holds a Doctor of Law (J.D.) from the University of California, Berkeley, a Master of Public Policy from the Harvard Kennedy School, and a Bachelor of Arts in Political Science and Ethnic Studies from UC San Diego.
