Carlos E. Delgado brings more than 12 years of professional experience in the public, private, and non-profit sectors of the United States, Canada, and Latin America. As Global Partnerships Manager, Carlos is establishing strategic alliances and long-term partnerships with national and global networks, government agencies, non-profits, foundations and the private sector to better track and measure performance and impact.
Passionate about racial, gender and ethnic equity at the forefront of economic, community and workforce development, Carlos worked at PolicyLink before joining Clear Impact. As Senior Associate for the All-In Cities Initiative, he provided capacity building support, advisory services, and policy research to local governments and community organizations to craft and implement outcome based equitable growth and development strategies. Prior to PolicyLink, he worked at the National League of Cities (NLC), where he led several communities of practice and technical assistance programs, advising Mayors, city officials and other stakeholders to create access to economic opportunities to shortchanged populations. Before working in the USA, Carlos worked in Canada for the Investment Attraction Agency of the Greater Toronto Area (GTA) and for the Region of Durham, a regional municipal government in the GTA.
In addition, Carlos is also a member of the Board of Directors of the Urban Manufacturing Alliance and serves as city advisor for the Lincoln Institute of Land Policy Legacy Cities Community of Practice program. He holds master degrees in Business Administration (MBA) from Syracuse University and in Public Administration (MPA) from Queen’s University.
