Julie Boughn currently serves as Principal Consultant with JBoughn Consulting, LLC, providing guidance and advice to clients on strategy, leadership, and government technology. In December 2021, she retired from her position as the Director of the Data and Systems Group (DSG) within the Center for Medicaid & CHIP Services (CMCS) at the Centers for Medicare & Medicaid Services (CMS). She is passionate about measuring and delivering value from IT investments, engaging users in the design and development of systems, and developing leaders and organizations. Julie’s career in information technology is longer than she cares to admit but includes serving as a software engineer, systems programmer, data analyst, the CMS Chief Information Officer, Deputy Director of the CMS Center for Medicare and Medicaid Innovation (CMMI), Deputy Director of CMCS, and roles in the private sector.
Julie has been named a Presidential Rank Meritorious Executive, to Information Week’s Health Care CIO 25 list, and, in 2017, 2018, 2019, and 2020 Julie was named to the FedHealth IT 100. She was inducted into the FedHealthIT 100 Hall of Fame in 2021.
