Chris Barnes serves as General Counsel at the Coastal Protection and Restoration Authority of Louisiana since February 2019, bringing extensive legal expertise from previous roles, including Legal Advisor for the Office of the Governor regarding Coastal Activities from January 2013 to February 2019 and attorney at Haynes and Boone, LLP from 2005 to 2010. Chris Barnes holds a Master's degree in International Relations/Political Science from the Geneva Graduate Institute, a Doctor of Law (JD) from Tulane University Law School, and a Bachelor's degree in English Literature and Political Science from Louisiana State University.

Coastal Protection and Restoration Authority of Louisiana

The CPRA is the state agency leading coastal restoration, hurricane protection and other community resiliency efforts. Our mandate is to develop, implement, and enforce a comprehensive protection and restoration master plan for coastal Louisiana. Working with federal, state, and local political subdivisions, including levee districts, the CPRA is working to establish a safe and sustainable coast that will protect our communities, the nation’s critical energy infrastructure, and our bountiful natural resources for generations to come.
