Rebecca Dennis is currently the Director of Federal Affairs at Coastal States Organization. Prior to this role, Rebecca worked as a Legislative Policy Analyst at PAI - Champions of Global Reproductive Rights. Rebecca has also held positions at United to End Genocide, Save Darfur Coalition, Michigan Democratic Party, and International Catholic Migration Commission. Rebecca holds a Master of Arts in International Affairs with a focus on Global Health Policy and Global Gender Policy from The George Washington University, and a Bachelor of Arts in International Relations and Affairs; Peace and Justice Studies from James Madison College of Public Affairs, Honors College, Michigan State University.

Coastal States Organization
Helping states and territories to maintain their leadership role in the development and implementation of national coastal and ocean policy is among CSO’s most important functions. CSO works with Congress to shape legislation and arrange for state testimony and works with Federal Agencies to comment on proposed regulations. CSO advocates for increased federal funding and support for state-based coastal and ocean programs, as well as responsiveness of federal agency program administration and policies to state concerns. CSO provides information, updates and alerts that keep states attuned to developments in Washington, DC to enable states to respond to legislative, regulatory and policy developments as they occur. CSO serves as an important professional network for state coastal and ocean managers. CSO Work Groups focus on coastal water quality, coastal hazards, coastal zone management, ocean policy and island affairs. CSO also supports a state Legal Council which provides legal background and analysis when needed.
