David Barlow

David is a chartered accountant having trained and qualified with KPMG. He joined Penwith Housing Association prior to the transfer from the local authority in 1994 and was promoted to the position of PHA Director of Finance in 1997. His final career position as LiveWest Director of Business Finance was created as part of the amalgamation of the DCH group with Knightstone Housing Group in April 2018 and the formation of a group finance department.

Having been involved in the provision and delivery of social housing services at Director level primarily within Cornwall for 25 years, David has built up considerable knowledge of the formulation, implementation and delivery of strategic plans and objectives in a variety of central and local government environments. This experience has enabled him to understand the complexity of social housing in terms of the potentially competing requirements of the need to provide new homes and that of the provision of services to existing residents. This experience will enable him to be able to contribute effectively to the formulation and delivery of the current and future Corporate Plans.
