Douglas Wayne Burke has an extensive work experience in the technology industry. Douglas Wayne began their career in 1994 as Vice President of Electronic Commerce at SAIC. In 1996, they co-founded Tenth Mountain Systems, Inc., a wholly owned spin-off of SAIC, and served as President and Chief Operating Officer. Burke then went on to become Vice President of Product Management at Globeset (now Trintech) in 1998. The following year, they co-founded HNC Software's Internet commerce spin-off, eHNC, and served as President and COO. In 2000, they co-founded Prodesis, LLC and served as CEO and also became President and CEO of Simile Software, Inc. In 2003, they became CEO of DefenseWeb Technologies, Inc. and in 2007 they joined the Board of Advisers at Sentek Global, Inc. In 2008, they became Director and Board Chair at Outdoor Outreach. Finally, in 2011, they became President and Cofounder at Cognitive Medical Systems, Inc.

Douglas Wayne Burke obtained a Master's degree in Telecommunications from the University of Pittsburgh in 1994, after having obtained a Bachelor's degree in Economics (major) and Computer Science (minor) from UC San Diego in 1990. In 2015, they obtained a certification in Preventing Workplace Harassment from Emtrain.
