Larry Goshorn has a long and varied work experience beginning in 1976 with the U.S. Navy Civil Engineer Corps, where they served as a Lieutenant Commander. From 1986 to 1992, they were the Director of Facilities Planning for the Pomona Unified School District, where they developed a $120 million building and renovation program, secured over $5 million in school developer fees, and changed school attendance boundaries. From 1992 to 1994, they were the Director of Facilities for the Rialto Unified School District, where they implemented a $100 million building program and completed 5 construction contracts totaling $41.7 million. From 1994 to 1995, they were the Stadium Superintendent for the Los Angeles Dodgers, where they were responsible for the maintenance and operation of a 56,000 seat stadium. From 1998 to 2000, they were the So. Ca. Regional Manager and Senior Program Manager for Project Management Associates (PMA), where they were responsible for regional office supporting ten people providing programming, pre-construction and construction management, cost and schedule control, risk management, disputes resolution, and claims avoidance. From 2000 to 2003, they were the Senior Project Manager for Gafcon, Inc., where they served as a technical consultant to the Independent Citizens' Oversight Committee (ICOC) for San Diego Unified School District's $1.5 billion Prop MM school bond construction program. Finally, from 2003 to the present, they have been the President of Colbi Technologies, where they provide software tools, training and consulting services for public school building construction and renovation programs.

Larry Goshorn attended the University of Colorado Boulder from 1971 to 1975, where they earned a Bachelor of Science in Civil & Environmental Engineering. Larry then attended Texas A&M University from 1984 to 1985, where they earned a Master of Science in Civil Engineering. In 2003, they obtained an Account-Ability Certified Power User certification from Colbi Technologies, Inc.
