Lieutenant Santos is a native of San Juan, Puerto Rico. He holds an Associate Degree in Law Enforcement from Savannah Technical Institute, a Bachelor's Degree in Philosophy, Politics, and Economics from Eastern Oregon University, and an MBA from Trident University. He holds the Professional in Human Resources (PHR) Certification.
Lieutenant Santos enlisted in the Army in 1990 and was immediately mobilized to serve in Operations Desert Shield and Desert Storm, where as a member of the 92nd Engineer Battalion served as part of the main invasion force in the United States-led multinational coalition's defense of Saudi Arabia and invasion of Iraq. As part of the 92nd Engineer Battalion Lieutenant Santos was mobilized to support humanitarian and civil peacekeeping operations in Miami in the wake of Hurricane Andrew in 1992. Lieutenant Santos also served with the United Nations Peace-keeping Force as part of Operation Uphold Democracy. While on active duty Lieutenant Santos served as an Investigator with Army CID. Upon separation from active duty, Lieutenant Santos served with the 2nd Battalion of the 265th Air Defense Artillery Regiment of the Florida Army National Guard.
