The mission of Community Action Council of Howard County is to provide programs and services to low-income residents of Howard County in order to alleviate the effects of poverty; to promote self-sufficiency as a means of interrupting the cycle of poverty; and to stimulate increased awareness of, and responsiveness to, the needs of the low-income population on the part of the larger community. As a community action agency, we provide community and neighborhood-based services that are integrated, comprehensive, and empowering for individuals, families and communities.
