Community Foundation for Southeast Michigan
Carlos Rios-Santiago has extensive experience in grants management and public policy, currently serving as Grants Manager at the Community Foundation for Southeast Michigan since July 2025. Previously, Carlos was the Grants and Knowledge Manager at Hispanics in Philanthropy, processing 60 grants while ensuring compliance and providing support to program teams and grantees. At the Mott Foundation, Carlos co-managed a Civic Space grantmaking portfolio and assisted in grants processing as an Associate Program Officer and Program Assistant, respectively. Additional experience includes internships with the U.S. Department of Commerce, Michigan League for Public Policy, Boston Scientific, and Advantage Business Consulting, contributing to policy analysis and public policy projects. Carlos holds a Master’s Degree in Public Policy and a Bachelor’s Degree in Economics/Public Policy from Michigan State University.
