Emma Shlaes, TDM-CP, is a seasoned transportation professional with a robust background in Transportation Demand Management. Currently serving as the Transportation Demand Management Program Manager at Commute.org since October 2021, Emma has led the development of the agency's Equity Plan and oversees the Caltrain Pass Forward program while organizing community initiatives such as bike safety workshops. Prior experience includes roles at the Silicon Valley Bicycle Coalition, where Emma advanced through various positions, culminating as Deputy Director, overseeing policy advocacy and program strategies. Emma's earlier positions include research roles at EMBARQ India and internship experiences at Rails-To-Trails Conservancy and SF Environment. Emma holds a Master’s degree in International Affairs from American University and a Master's in Natural Resources and Sustainable Development from the UN-Mandated University for Peace, complemented by a Bachelor's degree in Political Science and Cultural Anthropology from UC Santa Barbara.

We are San Mateo County’s Transportation Demand Management Agency. Our mission is to reduce the number of single-occupancy vehicles traveling in San Mateo County, reducing vehicle emissions resulting in improved air quality. Commute.org is a joint powers agency and is funded by the City/County Association of Governments of San Mateo County, the San Mateo County Transportation Authority, the Bay Area Air Quality Management District and the Metropolitan Transportation Commission. Commute.org is dedicated to addressing the challenges involved in getting to and from work in San Mateo County. Our goal is to help people find ways to get to work that are faster, cheaper, and/or easier through commuter information, employer programs, and city transportation demand management partnerships. A major strength of the agency is its ability to deal with transportation issues through its extensive network of allies. Creating partnerships provides the power to relieve traffic congestion in San Mateo County.
