Jen Daulby currently serves as the Chief Executive Officer of the Congressional Management Foundation, a role assumed in September 2024. Previously, Daulby held the position of Principal at Ogilvy Government Relations from March 2023 to September 2024, overseeing a government affairs portfolio for 15 Fortune 500 clients. Prior to that, Daulby was the Chief of Staff and Head of Government Affairs at Indigov, managing significant growth initiatives and supporting congressional offices. Daulby's experience includes serving as Staff Director for the U.S. House Committee on House Administration, Chief of Staff in the U.S. House of Representatives, and Director of Federal Government Affairs at Land O'Lakes, Inc. An accomplished advocate, Daulby has developed and implemented comprehensive lobbying strategies across various sectors. Daulby possesses a Juris Doctor degree from Southern Illinois University and a Bachelor of Arts in Political Science from Eastern Illinois University.

Founded in 1977, the Congressional Management Foundation (CMF) advances this goal by working directly with Members of Congress and staff to enhance their operations and interactions with constituents. CMF works directly with citizen groups to educate them on how Congress works, giving constituents a stronger voice in policy outcomes. The results are: a Congress more accountable, transparent, and effective; and an informed citizenry with greater trust in their democratic institutions.
