Janine Owens

Janine Owens joined Conifer in 2013 and currently serves on the Conifer Leadership Team as Senior Project Director in the New Jersey Office where she handles all aspects of Project Management including but not limited to, project structuring, budgeting, and relationship management. Janine is responsible for coordinating the development of projects in New Jersey and Pennsylvania. To date, she has overseen the development of more than 1100 affordable housing apartments.

Prior to joining Conifer Realty, she served as a Senior Credit Officer for New Jersey Housing and Mortgage Finance Agency (NJHMFA), where she was responsible for underwriting loans for various multifamily developments seeking financing for new construction or to maintain their current affordable deed restrictions. In this role, Janine gained extensive mixed-finance experience working with state and federally-funded financing programs, including Federal Home Loan Bank, DCA funds, Tax Credits, HOPE VI, and NSP funds. Janine has also worked in conjunction with other state agencies to assist in the development of guidelines and underwriting procedures for federally funded programs, such as the SOLAR Program through the NJ Bureau of Public Utilities (BPU).
