William L. Bullock

President, Asia Pacific & Middle East at ConocoPhillips

W. L. (Bill) Bullock, Jr. is executive vice president and chief financial officer. In this capacity, he oversees the teams responsible for finance, commercial, investor relations, and supply chain.

Bullock has more than 35 years of oil and natural gas experience. He previously served in leadership roles as president, Asia Pacific & Middle East; vice president, Corporate Planning and Development; president, Global Gas and Power; president, Middle East & North Africa; and president and general manager, ConocoPhillips Indonesia.

He joined ConocoPhillips in 1986 and worked in various engineering, operations, commercial, and business development assignments.

Bullock serves on the Engineering Advisory Council at Texas A&M University, the Joint Advisory Board for Texas A&M University at Qatar, and as a Governing Director for the Houston Symphony.

He received a bachelor’s degree in chemical engineering from Texas A&M University in 1986 and a master’s degree in business administration with an emphasis in finance from Oklahoma City University in 1996. Bullock is a registered Professional Engineer in the state of Texas.
