Gary M. Shiffman has a diverse work experience spanning various industries and roles. In 2001, they worked as the Director of Government Affairs at Greenberg Traurig, LLP. Gary M. then served as the Chief of Staff for Customs and Border Protection at the U.S. Department of Homeland Security from 2004 to 2006. From 2006 to 2009, they held the position of Sr. Vice President and General Manager, Risk Management Solutions at L3 Technologies.

After graduating from high school in 1984, they enrolled at the University of Colorado Boulder and pursued a Bachelor of Arts degree in Psychology, which they successfully completed in 1988. Following their undergraduate studies, they continued their academic pursuits at Georgetown University from 1993 to 1996, earning a Master of Arts degree in Security Studies. Ultimately, they went on to George Mason University, where they dedicated four years from 1998 to 2002 to attain their highest level of education—a PhD in Economics.
