Jennifer Chien is a Senior Policy Counsel for Financial Fairness at Consumer Reports since March 2023. Previously, Jennifer served as a Senior Financial Sector Specialist at the World Bank, providing policy and regulatory advice focused on digital financial inclusion and consumer protection from June 2014 to February 2023. Jennifer also worked as an Independent Consultant, contributing to significant projects related to financial consumer protection for the World Bank. As Manager of the Financial Inclusion Regulation Center at CGAP/World Bank from September 2008 to September 2010, Jennifer led a team conducting extensive legal and regulatory research in over 50 developing countries. Early experience includes roles at Simpson Thacher & Bartlett LLP, UNDP Mongolia, and the World Council of Credit Unions, along with a foundation in research and analysis at Mercer Management Consulting. Jennifer holds a J.D. from Harvard Law School and a B.A. in Economics and Political Science from Stanford University.
