Philina K.

Philina K. serves as General Counsel for the Cook County State’s Attorney’s Office, overseeing legal guidance for an organization with over 1200 employees and a $146 million budget since July 2019. Prior experience includes roles as Chief Operating Officer and Chief of Investigations at the Illinois Department of Financial and Professional Regulation, managing regulation for over 1.2 million individuals and a budget of approximately $135 million from 2013 to July 2019. Philina K. was also Deputy General Counsel for the Illinois Department of Central Management Services, supporting a diversity program within an agency with over 1500 employees and a $4 billion budget from 2009 to 2013. Earlier, Philina K. worked as Assistant General Counsel at the Illinois Department of Human Services, providing legal counsel for a large agency with around 13,000 employees and a $6 billion budget from 2005 to 2009. Educational credentials include a JD from the University of Illinois College of Law and a BA in Psychology from the University of Michigan.
