Carlos Vinagre has a diverse work experience spanning over several companies. Carlos began their career at FINSYS-COM, Ltd, where they held the position of Head of technical, development, and presales from June 1990 to December 1995. Carlos then joined FIR, SA as Head of IT, focusing on the operation and maximization of critical systems' uptime from May 1995 to September 1999. Carlos then worked at Praetor from October 1999 to October 2000 as a Senior Consultant, where they were responsible for project management, requirement analysis, modeling, and system development. Carlos then joined Novabase as a Senior Consultant, managing projects, requirement analysis, system development, and application distribution in the ASP model from November 2000 to April 2001. Carlos then moved on to COSEC - Companhia de Seguro de Créditos, SA, where they held multiple roles. Carlos started as an IT Coordinator, managing internal teams and outsourcing service providers and handling budgeting from May 2001 to November 2010. Carlos then served as the Head of IT, responsible for planning and managing the department's activities and budget, business continuity management plan, application projects, and maintenance aligned with business goals and priorities from April 2010 to the present day.

Carlos Vinagre has a diverse education history. From 1983 to 1988, they attended Instituto Superior Técnico, where they studied Electrical and Computer Engineering. In 1998, Carlos briefly attended ISEG - Lisbon School of Economics & Management, focusing on Management Information Systems. Carlos returned to ISEG in 2004 for another short period to study the same field. In 2010, Carlos also attended ISEG for Business Administration and Management. Apart from their formal education, they obtained the ITIL Foundation certification from APMG International in June 2015.
