Rafael L. Guzman has had a diverse range of work experience in various roles and industries. Rafael L. is currently working as a Project Manager at Cotton Holdings Inc. since August 2021. Prior to this, they worked as an Inspector/Guide at WSP Inspection Services from November 2017. In this role, they conducted over 800 personal property inspections and handled individual assistance and damage assessment for the 2020 earthquake.

In 2014, Rafael served as a Safety and Security Manager at Alternate Concepts Inc. (Tren Urbano Project), overseeing safety, security, and emergency management operations. Rafael L. also acted as a liaison between the company and government agencies, supervised and developed a team, and conducted investigations.

Rafael's work experience also includes a role as a Business Developer/Consultant at Ranger American of PR from 2009 to 2011, where they focused on business development.

Rafael L. has also worked at FEMA as a Human Services Specialist from 2005 to 2007. In this role, they processed applications for assistance, determined eligibility, and achieved 100% accuracy in application processing.

From 2001 to 2004, Rafael served as the Executive Director of the Puerto Rico State Emergency Management Agency. Here, they managed all emergency operations, federal and state programs, funding, and initiatives for the Commonwealth of Puerto Rico in preparation, response, recovery, and mitigation programs.

Overall, Rafael L. Guzman has extensive experience in project management, inspection, public safety, security, emergency management, and consulting, with a strong background in disaster response and recovery efforts.

Rafael L. Guzman completed their high school education at Episcopal Cathedral School from 1966 to 1979, earning a high school diploma. Rafael L. then pursued a Bachelor of Arts (BA) degree in Psychology at the University of Puerto Rico, Mayaguez, from 1979 to 1984. In 2016, Rafael obtained a Doctor of Divinity degree in Divinity/Ministry from Seminarium Theologicum Portoricencis. In addition to their formal education, they also hold certifications in OSHA 511 (30hrs) from Universidad Metropolitana-INEDA and an Occupational License in Medicinal Cannabis from the Puerto Rico Department of Health.
