Dragan Golubovic is a legal expert with extensive experience in civil participation, human rights, and legislative development. Currently serving as an Expert of the Council of Europe since December 2023, Dragan is involved in promoting civil participation in political decision-making and preparing studies on NGO stigmatization in Europe. Additionally, Dragan holds the position of Senior Consultant at UNDP Türkiye, focusing on civic engagement in local governance. Past roles include Senior Legal Expert at SOFRECO and Senior Legal Adviser at GIZ, where Dragan contributed to legal reforms and compliance analyses regarding EU regulations. Dragan has authored several influential manuals and studies for both the Council of Europe and various governmental bodies, aiming to enhance civil society development and align national legislation with international standards. Dragan holds a Juris Doctor degree in International Law from Central European University.
