Richard Whipple is an accomplished professional with extensive experience in engineering, public works, and leadership roles within both military and civilian sectors. Currently serving as Deputy Director for the County of San Diego's Department of Public Works since October 2018, Richard oversees a team of nearly 100 specialists focused on watershed protection and infrastructure projects. Previous positions include Deputy Fleet Civil Engineer for the U.S. Pacific Fleet, Executive Officer at Naval Facilities Engineering Command, and Commanding Officer for Amphibious Construction Battalion One, among others, demonstrating a consistent record of managing large teams and budgets while executing complex projects. Richard holds a Master’s degree in Construction Management from Stanford University and a Bachelor’s degree in Civil Engineering from the University of Virginia, supplemented by an Executive Program certificate from Northwestern University.
