David McCarthy

Managing Director, Chief Lobbyist & Head, Legislative Affairs at CRE Finance Council

David McCarthy is the Managing Director and Head of Policy at CRE Finance Council. David is responsible for the organization's policy development, advocacy and strategic engagement with key policymakers and other stakeholders.

Prior to joining CREFC, David served as Assistant Vice President & Regulatory Risk Consultant at U.S. Bank where they advised internal clients and conducted external advocacy on federal regulatory banking issues. David also drafted comment letters and coordinated advocacy and comment efforts with business lines. In addition, David analyzed enforcement actions, assessed potential internal risks and managed internal reform projects.

David has also worked as a Legal Intern for the Subcommittee on the Constitution of the U.S. House of Representatives Committee on the Judiciary.

David has a J.D. from American University Washington College of Law and a B.A. in Political Science from James Madison University.

David McCarthy's educational career includes a JD from George Mason University - Antonin Scalia Law School, a Bachelor of Arts from Hamline University, and certification from the Virginia State Bar.

They work with Scott Sinder - General Counsel & Partner, Danielle Nathan - Director, Education, and Kim Pang - Director, Programming. Their manager is Lisa Pendergast, Executive Director.
