Julia Phelan

Project Director/Senior Researcher at CRESST

Julia Phelan's work experience includes being a Co-founder and Chief Learning Engineer at To Eleven, LLC since 2017. In this role, they incorporate learning engineering principles into the design, implementation, and evaluation of teaching and learning experiences. Julia also provides consulting and training on applying the science of learning to create new learning experiences. Prior to this, they worked as a Project Director/Senior Researcher at the CRESST National Center for Research on Evaluation, Standards, and Student Testing since 2005. Here, Julia evaluated NMSI's College Readiness Program and worked to improve processes, instructional materials, and training by utilizing learning science principles. Additionally, Julia was a Senior Researcher at UCLA starting from 2005.

Julia Phelan completed their educational journey with a Bachelor of Arts (B.A.) in Psychology from UCLA from 1992 to 1994. Julia'sacademic pursuits continued at the UCLA School of Education and Information Studies, where they obtained a Doctor of Philosophy (PhD) in Education with a focus on Psychological Studies in Education. Julia Phelan recently acquired a certification in Social and Behavioral Researchers and Staff from the CITI Program in November 2021.
