Heather Gaines

Heather Gaines, Director of the Housing Choice Voucher Program (HCVP) of CMHA, brings over 15 years of quality experience to her team. Gaines has developed a proven track record of results that focus on customer service, program management and increasing Agency efficiencies and since April of 2019, she has managed a staff of more than 60 employees that provides rental assistance in the private housing market for over 15,000 Cuyahoga County households. Before coming to CMHA, Gaines held positions for the Pittsburgh Housing Authority including HCVP Special Projects Coordinator, Section 8 Manager and Director of the Housing Choice Voucher Program. Gaines received a Bachelor of Arts Degree in Art History and a Master of Arts Degree from the University of Pittsburgh.
