Debbie Williams

Ms. Williams has served affordable housing providers for more than 20 years and provides a range of services to CVR's clients, including assistance with demolition and disposition application approvals, regulatory waivers, and managing the mixed-finance and RAD development process at all stages.

Her experience includes development, acquisition, and revitalization proposals, including both mixed finance and RAD, as well as evidentiary submissions, financial closing services, and ongoing regulatory and funding compliance throughout the development period through cost certification and closeout. She has also developed and delivered internal and client training on these topics. She also prepares financial and management analyses to assist PHAs with strategic planning, asset repositioning strategies, and the preparation of Annual Plans.

Prior to joining CVR, Ms. Williams served as Director of Development and Strategic Planning for the Tampa Housing Authority (THA), overseeing the agency's implementation of several mixed-finance projects and Annual Plan preparation. Her previous experience also includes capital project planning and implementation, community plan development, public policy research, and analysis. She received her bachelor's degree, with magna cum laude honors, from Syracuse University and is a member of Phi Beta Kappa.
