Mr. Elliott has a decade of affordable housing and urban planning experience. He has provided technical assistance, consulting, and management services to housing authority and HUD clients across the continental United States and Caribbean. His expertise includes affordable housing development, affordable housing policy, public housing asset repositioning programs (Rental Assistance Demonstration [RAD], Choice Neighborhoods Initiative [CNI], Section 18, etc.), strategic planning, resident relocation, resident and community engagement, project-based vouchers, and the Low-Income Housing Tax Credit (LIHTC) program.
Most notably, Mr. Elliott has served as Project Manager for the RAD conversion of nearly 3,000 public housing units throughout the United States, representing capital investments of over $360M. Additionally, Mr. Elliott has played an instrumental role in the implementation of CNI revitalization initiatives, representing catalytic community investments of over $558M.
Mr. Elliott graduated summa cum laude from Georgia State University’s Andrew Young School of Policy Studies with a Bachelor of Science in Public Policy, with a focus in Economic Development and Urban Planning. He holds a Housing Development Finance Professional certification from the National Development Council.
