Andrew Carroll is an experienced professional in data protection and public diplomacy, currently serving as Deputy Commissioner at the Data Protection Commission Ireland since February 2019, with prior roles including Assistant Commissioner for law enforcement supervision and children’s policy. Carroll has a background in diplomacy, having worked as a Press & Information Officer for the Mission of Japan to the European Union, where responsibilities included writing official communications and providing research support. Additional experience includes project coordination at the EU-Japan Centre for Industrial Cooperation. Carroll holds multiple academic qualifications, including a Graduate Diploma in Law from the Law Society of Ireland and an Advanced Diploma in Data Protection Law from The Honorable Society of King's Inns.

The Data Protection Commission is Ireland’s independent supervisory authority tasked with upholding individual data protection rights and regulating the data processing activities of the organisations operating within our jurisdiction. The DPC is the Irish supervisory authority responsible for monitoring the application of the General Data Protection Regulation (GDPR), and we also have functions and powers related to other regulatory frameworks, including the Irish ePrivacy Regulations (2011) and the EU Directive known as the Law Enforcement Directive (LED).
