Keith Dill is Vice President, New Business Contracts for DSA. In this role, he supports major new business proposal efforts for DSA as well as providing contract administration for Civil Agency and commercial contracts. Keith joined DSA in 2017 as part of the PPC, LLC acquisition, where he was responsible for all contracting and procurement functions. Prior to joining PPC in 2013, Keith was Vice President Policy & Compliance at Novetta Solutions with responsibility for intellectual property protection, facilities, risk management, policy and procedure, compliance functions, and related support for M&A activities. Previously, he served as Vice President, Contracts at CACI Federal, where he managed a contracts division responsible for the negotiation and administration of federal, state and local, and commercial contracts valued in excess of $2.5B in support of two of CACI’s Business Groups.
Keith has over 35 years of experience with procurement and logistics management functions spanning the entire spectrum of the acquisition life cycle. In addition to contract administration and management, his extensive experience in both the public and private sector includes program management and support for major systems; financial management and control, budget planning, preparation, and execution; cost and pricing preparation, evaluation, and negotiations; development and execution of evaluation and source selection plans; strategic alliances and joint ventures; policy and procedure development and implementation; risk management and compliance programs; M&A activities; and subcontract/purchasing management and administration. Keith has also had extensive management responsibilities in the areas of logistics operations, personnel management, training, facilities, and security administration.
Keith is a former warranted Contracting Officer (unlimited authority) and is a retired member of the US Army Acquisition Corps (Reserve Component) with Defense Acquisition Workforce Improvement Act (DAWIA) certifications in both Contracting and Program Management. He was also a certified Army Reserve instructor/staff group leader for over eight years. Keith is an active member of the National Contract Management Association and was designated an NCMA Fellow in 2010. He is a past President of the Dulles Corridor Chapter, and served as a member of NCMA’s Executive Advisory Council from 2007-2012. He earned a BA in History from Western Maryland College and completed his MBA in Contract Management at the Florida Institute of Technology. He is also a graduate of numerous Department of Defense Contracting and Acquisition courses, and the US Army Command & General Staff College.
