Carolyn Rowland

Carolyn Rowland is a seasoned professional with extensive experience in program management and engineering. Currently serving as Senior Program Director at DCCA since January 2013, Carolyn manages multiple programs while actively pursuing new business opportunities, overseeing program staffing, communications, and contract management. Prior to this role, Carolyn was a Technical Program Manager at Raytheon from June 2009 to January 2013, contributing to various initiatives for the Ft. Meade Operations group. Carolyn also held the position of Chief Engineer at General Dynamics Advanced Information Systems from 1994 to 2009. Carolyn holds an MBA in Business/Information and Telecommunications Systems from The Johns Hopkins University - Carey Business School and a Bachelor of Science in Computer Science from Washington University in St. Louis.
