Juli A. Macdonald

Juli MacDonald serves as the Chief of the Office of Communications and Congressional Affairs at the Defense Counterintelligence and Security Agency (DCSA) since November 2020, providing strategic communication and legislative expertise. Previous roles include Senior Advisor for Change Management and Strategic Planning at DCSA, Senior Advisor for Change Management in the U.S. Department of Defense's Personnel Vetting Transformation Office, and Senior Manager at Deloitte, where MacDonald led transformation programs for Defense and Intelligence Community clients. Prior experience includes positions at Monitor 360, Marstel-Day, Booz Allen Hamilton, and Science Applications International Corporation, focusing on analytic transformation, business growth, and strategic analysis in national security. MacDonald holds a Master's degree in International Political Economy from The London School of Economics and a Bachelor's degree in International Relations and Economics from the University of the Pacific.
