Tong Zhao

Tong Zhao, Ph.D., P.E., PSP, CCP, CFCC, serves as the Senior Director at Delta Consulting Group since May 2005, specializing in forensic delay analysis, disruption analysis, project management advisory, cost estimating, damage analysis, dispute resolution, expert witness services, and litigation support. Prior to this role, Tong Zhao was a Postdoctoral Researcher at the University of Maryland from 2003 to 2005. Educational credentials include a Ph.D. in Civil Engineering (Project Management) from the University of Maryland (2003), a Master of Engineering in Hydraulic Structure (Construction Management) from Tsinghua University (1999), and a Bachelor’s degree in Hydraulic & Hydropower Construction Engineering from Tsinghua University (1996).
