Dean has an extensive background in strategic planning, having worked as the Vice President of Strategy for Intermountain Healthcare, responsible for the strategic planning of a $8B budget, 22 hospitals, and more than 1400 employed physicians. Dean was also a key strategist for the conceptualization and implementation of a large integrated healthcare delivery system’s transformation to a population health care focused system. Prior to working in healthcare, Dean served as a Representative in the Utah State Legislature from 2010 to 2017. As Chairman of the executive appropriations committee in the House of Representatives, Dean was in charge of developing, allocating, and managing the $15.1B annual state budget. Dean was commended for transitioning Utah Medicaid towards more accountable care and population health with estimated reforms saving Utahns more than $770M over seven years with potential to increase savings over time. Dean played an integral role in ensuring that the state of Utah remains among a small minority of states with AAA credit ratings by implementing strategies which included increasing the budget reserves by $500M and decreasing the state debt by over $330M.
