Jean-Claude Leblois

Jean-Claude Leblois has been President of the Departmental Council of Haute-Vienne since 2015. The President of the County Council is the chief executive of the department. He is the expenditure authorizing officer of the department and prescribes the execution of revenue. Each year, he reports to the Council on the situation of the department.

The President of the Departmental Council is the head of departmental services. He manages the departmental domain. It thus has special police powers, particularly in terms of traffic.

The President can delegate, like the mayor to his deputies, the exercise of part of his functions to the vice-presidents. Together they make up the office. These delegations can be canceled at any time.
