Theo Taylor, MBA, PMP, PMI-ACP, currently serves as the Program Manager for Environmental Review and Monitoring at the U.S. Department of Energy, overseeing NEPA and related regulatory compliance for major federal actions. Previously, in the role of Civil Nuclear Credit Program Manager, Theo led a $6 billion initiative under the Bipartisan Infrastructure Law. With extensive experience at Bonneville Power Administration, Theo managed programs in grid modernization and addressed workforce stability and skill retention strategies. Theo’s career includes roles in project management, engineering, and tax collection, demonstrating a strong foundation in technical management and public utility strategy. Educational qualifications include an MBA from Marylhurst University and degrees in Technical Management and Finance from DeVry and Hawaii Pacific University, respectively.
