Emma Moffatt is a seasoned policy adviser with extensive experience in health and urban planning. Currently serving as Principal Policy Adviser for the Victorian Department of Health since May 2022, Emma also held the position of Manager for Regional Governance Policy. As of September 2023, Emma is contributing expertise as a Principal Policy Adviser for the Board of Inquiry into historical child sexual abuse. Previous roles include Senior Adviser for Mental Health at Homes Victoria and a variety of positions within the Royal Commission into Victoria's Mental Health System, showcasing a strong background in mental health policy. Emma's career also encompasses significant roles at the Department of Environment, Land, Water and Planning, as well as various planning positions at Glen Eira City Council and Merri-bek City Council. An accomplished communicator, Emma has experience as a radio presenter, producer, and podcaster with JOY 94.9. Emma holds a Master's degree in Politics and Policy from Deakin University, a Master's Degree with Distinction in Communication from RMIT University, and a Graduate Certificate in Rural & Regional Planning from La Trobe University.
