Josephine Beer

Josephine Beer is a seasoned health services professional with extensive experience in mental health reform and system design. Currently serving as the Manager of Service System Design for Adults and Older Adults within the Victorian Department of Health, Josephine leads initiatives underpinned by a $3.8 billion investment following the Royal Commission into Victoria’s Mental Health System. Previous roles include Acting Director and Director positions, focusing on stakeholder engagement, service design, and strategic planning during the COVID-19 pandemic. Josephine has also held various management positions within the Department of Health and Human Services, contributing to community sector capacity building and health information strategy.
