Harris Engelmann

Harris Engelmann is a seasoned professional in housing and urban policy, currently serving as a Senior Housing Program Specialist at the U.S. Department of Housing and Urban Development since July 2021. Overseeing Section 8 renewal policy and preservation guidance for a multifamily portfolio of 17,000 properties, Harris has significantly contributed to the Office of Asset Management. Previous roles include Program Analyst in the Office of Multifamily Housing’s Asset Management Division and a detailee at the Department of Energy, supporting residential building initiatives as part of the Presidential Management Fellows program. With experience from various organizations, including Citi Community Capital and the New Israel Fund, Harris holds a Master of Public Administration from Columbia University and a BA from Washington University in St. Louis.
