Cheryl Smallman

Cheryl Smallman is a seasoned professional with extensive experience in business management and analytics. Currently serving as a Business Officer for Deschutes County since December 2020, Cheryl previously held roles such as Business Intelligence Manager at Deschutes County Health Services and PRNS Program Manager focusing on data analytics at the City of San José. With a strong background in program auditing and performance evaluation, Cheryl has developed independent audit procedures and assessed risks within municipal programs. Additional experience includes leadership roles in outreach and development at the Andean Alliance for Sustainable Development and as a research assistant at the Hoover Institution. Cheryl possesses an MBA/MPP from California Polytechnic State University and a Bachelor’s degree in Mathematics from Michigan State University.
