Scott Washburn has a diverse work experience spanning over several decades. Scott started their career as an Assistant Engineer Officer on the U.S. Coast Guard Cutter THETIS in 1992. From there, they worked as a Design Engineer/Project Manager at the U.S. Coast Guard Civil Engineering Unit Providence, completing engineering design packages and managing construction projects. Scott then served as an Engineer Officer at the U.S. Coast Guard Group Sault Ste Marie before transitioning to an Executive Officer role at the U.S. Coast Guard Response Boat Medium Project Resident Office, where they developed requirements, budget, and schedule for a new project office.
In 2006, Scott became a Facility/Industrial Engineer at the U.S. Coast Guard Base in Honolulu, HI, where they developed plans and budgets for facility capital improvement projects. Scott later became the Commanding Officer at the U.S. Coast Guard Response Boat Medium Project Resident Office, overseeing the administration of a significant contract.
Scott then moved to the Domestic Nuclear Detection Office as an Acquisition Program Manager, where they served for three years before joining the Pacific Northwest National Laboratory as the Test Manager for the Electronics & Measurement Systems Group. There, they led test and evaluation campaigns for government and private clients.
In 2016, Scott joined ManTech as a Sr. Principal Systems Engineer, providing systems engineering support and oversight for DHS S&T Office of Systems Engineering Maritime Domain Portfolio programs. Finally, in 2019, they joined D&G Support Services as the Senior Program Manager for U.S. Coast Guard Programs, responsible for program support services. Scott was later promoted to Chief Operating Officer, where they supervised daily operations and worked closely with the CEO and CFO on business matters.
Scott Washburn obtained a Bachelor of Science in Civil Engineering from the U.S. Coast Guard Academy, where they studied from 1988 to 1992. Scott then pursued a Master of Science in Ocean Engineering at the University of New Hampshire, from 1994 to 1996. In 2002, Scott Washburn enrolled at George Washington University, where they earned a Master's Certificate in Project Management, which they completed in 2004.
Additionally, Scott Washburn has obtained several certifications. In October 2000, they became a Professional Engineer (Civil) through the State of Rhode Island. Scott obtained the Project Management Professional (PMP) certification from the Project Management Institute in September 2005. More recently, in June 2013, they attained the Certified Acquisition Program Manager, Level 3 certification from the US Department of Homeland Security.
