Tom Gates has extensive experience in budget analysis and financial management. Tom started their career in 1983 as the Chief of Travel Programs in the United States Air Force, where they led a team responsible for computing and accounting for business travel payments. In 1986, they joined the USAF Recruiting Service and served in various roles, including Chief of Financial Programs, Chief of Field Operations, and Senior Budget Analyst. During this time, they developed and executed budgets, implemented budget policies and procedures, and provided budget/expense variance analysis. In 1999, they joined Huntington Ingalls Industries, Inc. as a Senior Budget Analyst, where they continued to support the Air Education & Training Command with technical training-related budget programs. In 2020, they joined DLS Engineering as an Ops Research Training Analyst, responsible for developing and maintaining the TT Cost Model and supporting AETC with budget programs. Overall, Tom Gates has over 45 years of experience in operations and technical training budget analysis and financial management.

Tom Gates completed their undergraduate education from 1988 to 1992 at Roanoke College, where they earned a Bachelor of Business Administration (BBA) degree. Later, from 1994 to 1997, they pursued their postgraduate education at the University of the Incarnate Word and obtained a Master of Business Administration (MBA) degree. The field of study for both degrees was not specified.
